This character means, a period of 10 days. Such as:

上旬 【じょうじゅん】 the first 10 days of the month
中旬 【ちゅうじゅん】 the middle 10 days of the month
下旬 【げじゅん】       the last 10 days of the month.

It can also mean a season, such as for fruit, fish, etc.
Then it is pronounced しゅん.
旬の魚 【しゅんのさかな】 (n) fish in season
